Morgan was professor emeritus of the University of Oklahoma. He earned his bachelor’s degree in history from Arizona State University, a master’s from Claremont College and a Ph.D. from UCLA. He established, together with his wife, the Anne Hodges and H. Wayne Morgan Fellowship to facilitate the travel and research of graduate students in history. He has predominantly researched the history of American culture. He retired from UO in 1999 as George Lynn Cross Research Professor Emeritus. He passed away 29 January, 2014.

Morgan has been involved in only one tobacco related court case: namely, the state attorney general case in Oklahoma.
